The ACT has recorded 14 new coronavirus infections, all of them linked, as Chief Minister Andrew Barr says the lockdown is working.
The territory's outbreak has grown to 190 cases.
Nine people are in hospital including an unvaccinated woman in her 40s in intensive care.
All of Thursday's new cases are linked and 13 were in quarantine while infectious.
One was in the community for a short time without realising they had the virus. They are considered a low public health risk.
"If we get more days like this, it is very encouraging that our lockdown is working and that we're able to control the spread of the virus," Mr Barr told reporters.
The ACT government is being briefed on possible changes to restrictions to be detailed publicly on Friday.
But Mr Barr has sought to temper expectations of what life will look like post-lockdown.
"That will not be a significant easing of restrictions, it will be a gentle step forward," he said.
"We're not going to be in a position, given our vaccination rates and all that is transpiring around us, to go back to being where we were prior to this outbreak."
