Indian man fighting extradition over fatal Melbourne car crash labels Australia 'racist'

A man who fled to India after killing a Melbourne teenager while drink driving is "cowardly" for trying to fight extradition by claiming Australia is racist, Victoria's premier says.

Puneet Puneet was on bail charged over the death of Dean Hofstee when he fled Australia using a fellow Indian's passport in 2009. He was arrested four years later in India.

Puneet has made another plea in a New Delhi court not to return to Australia, putting up a witness who claimed to have been racially abused and mistreated while working in Australia, the Herald Sun reports.

"Hiding on the other side of the world, that's a very cowardly act and I'm not going to dignify his comments by responding to them directly," Premier Daniel Andrews told reporters on Wednesday.

"I'll let people judge for themselves the character of an individual who runs instead of facing up to the consequences of what he may or may not have done."

Mr Andrews said Victoria had a proud Indian diaspora and the state was an inviting and welcoming place.

Puneet was a 19-year-old learner driver when he hit and killed Mr Hofstee, also 19, and seriously injured Clancy Coker, 20, at Melbourne's Southbank on October 1, 2008.

Police estimate Puneet was driving at 148 km/h - more than double the legal limit in the area. He also tested positive for alcohol.

His case has been adjourned to September 5.
