Women who survived a horror Melbourne Christmas party balcony collapse that killed two others say they are devastated but thankful to be alive.

Up to 30 people were believed to be on the balcony at the Doncaster East house when it collapsed on Saturday night, trapping party-goers underneath.

A 59-year-old Croydon woman died at the scene while a Reservoir woman, 37, died in hospital on Sunday morning.

Ten women and seven men, aged between 20 and 69, were taken to hospital with soft tissue injuries, fractures and cuts.

The Christmas party was for Ovation Sales, a Tupperware distributor.

"Just wanted to let all know I'm ok," Casey Leerentveld posted on Facebook on Sunday night.

"Dislocated knee, fractured heel and lots of glass in my legs to be removed.

"Still in shock and absolutely devastated at loosing (sic) 2 wonderful friends and colleagues in this tragedy."

Jade Moana was also injured in the collapse and said she is feeling sore and shaken.

"I am due for surgery this afternoon as long as my swelling goes down," she posted on Facebook.

"Yes it is the same leg, I am lucky my moon boot was on, it's only a broken leg and dislocated ankle. I am thankful."

Victorian Premier Daniel Andrews said his thoughts are with the families of the victims.

"To think of an incident like this occurring so close to Christmas and so close to the end of the year, it's just heartbreaking," he told reporters.

The coroner will investigate and Mr Andrews said the government will be ready to implement any recommendations.

Neighbours were shocked and did what they could to help the injured.

"The crash was biblical, the sound of it was nothing I've heard before," Andrew Stone told reporters at the scene.

"People were bringing out chairs, and pillows and blankets and things like that just to help out the people who were injured," he said.

The accident prompted a major emergency services response with police, firefighters and paramedics swarming to the "chaotic" scene.
