The opposition is expected to blast Victorian Premier Daniel Andrews over politicians rorting their perks when parliament resumes.
It was revealed over the weekend that embattled former deputy speaker Don Nardella took a number of taxpayer-funded trips overseas, and two government MPs used ministerial cars to attend a Bruce Springsteen concert.
These claims come after the resignations of Speaker Telmo Languiller and Mr Nardella for claiming allowances for living outside their suburban electorates.
Opposition Leader Matthew Guy said on Monday he had written to the Ombudsman asking her to investigate the alleged rorts and it's likely this topic will be front and centre in parliament on Tuesday.
The opposition says Mr Languiller and Mr Nardella should be investigated over whether they'd provided false declarations to parliament about where they really lived.
The premier has vowed to tighten parliamentary perks but is yet to detail exactly what will be done.
It's likely the government's new suite of measures to help first home buyers will also be on the agenda after a number of key announcements on Sunday.
The government announced it would scrap stamp duty for first home buyers purchasing a property under $600,000 and bring in a tax for people who leave their properties empty.
Mr Guy said on Monday "stamp duty is not a factor when there's not enough houses to purchase".
He said the government has not brought enough supply into the market, despite the Andrews government announcing the planning of 17 new suburbs across the city.
"Daniel Andrews does more for rorting Labor MPs to buy a second home than he does for ordinary Victorians to buy their first," Mr Guy said after the announcement.
