Bright, Moore and Scott, who have earned a combined 196 caps, return after sitting out of the four-nation tournament in order to manage their fitness ahead of the World Cup.
Olympique Lyonnais midfielder Izzy Christiansen was unavailable after picking up an ankle injury in the 3-0 win over Japan and remains a doubt for the World Cup, which begins on June 7.
England will look to build on their impressive run of results at the SheBelieves Cup in the United States where they recorded victories over Brazil and Japan and drew with the hosts, the world champions, to lift the trophy.
As part of the 'Road to France Series', England will host fifth-ranked Canada in Manchester on April 5, before facing an emerging Spain side in Swindon four days later.
"As ever, picking the squad was really tough due to the strength and depth of talent in our ranks," Neville said in a statement.
"We have four matches before flying out to France and I want to emphasise that the door is not shut to any player with ambitions of making the World Cup squad."
Further international friendlies follow against Euro 2017 runners-up Denmark on May 25 and fellow World Cup qualifiers New Zealand on June 1.
England then kick off their World Cup campaign against Scotland in Nice on June 9, with Argentina and Japan their other Group D opponents.
