Proposed disability commission parameters

The Commonwealth government is asking for feedback on draft terms of reference for a royal commission into neglect and abuse of Australians with disabilities.

DRAFT TERMS OF REFERENCE FOR A DISABILITY ROYAL COMMISSION:

* Consider all forms of violence, abuse, neglect and exploitation of people with disability

* Investigate all settings with a particular focus on what governments, institutions and the community should do to prevent and respond to instances of abuse

QUESTIONS TO ANSWER:

* What should be done to prevent and better protect people with disabilities from experiencing mistreatment?

* What can be done to encourage reporting and effective responses?

* What should be done to promote a more inclusive society and support the independence of people with disability to live free from violence and abuse?

FACTORS TO CONSIDER:

* Examine all aspects of the quality and safety of services provided to people with disability

* Consider that people with disability have specific needs based on their age, gender, sexual orientation or race

* Aboriginal and Torres Strait Islander people, and those from culturally and linguistically diverse backgrounds, also face particular challenges

* Recognise the role families, carers, advocates, the workforce and others play in providing care and support

* Highlight examples of good practice in preventing and responding to violence, abuse, neglect and exploitation

* Weigh the findings and recommendations of previous reports and inquiries
