Sheep export report recommendations

The federal government will accept all 23 recommendations from a review into live sheep exports to the Middle East during the northern hemisphere summer.

LIVE SHEEP EXPORT REPORT:

* Stocking densities to be reduced to give each animal more space.

* Risk assessments based on animal welfare rather than deaths.

* An interim heat stress risk assessment of two per cent probability of five per cent of sheep becoming heat stressed be introduced.

* Reportable mortality rate for sheep export by sea to the Middle East be reduced from two per cent to one per cent.

* All Middle East-bound ships should have automated livestock watering systems during the northern hemisphere summer.

* All Middle East-bound vessels should have automated continuous environmental monitoring equipment installed from the 2019 northern hemisphere summer.

* All ships bound for "designated special zones" in the Middle East carry a refrigerated container to hold animal carcasses in port (or at sea).

* Kuwait should be a first port of unloading where it's a listed destination.

* Pen air turnover be independently audited, and recorded on a register, before ships travel to the Middle East this northern hemisphere summer.

ADDITIONAL FEDERAL GOVERNMENT PROPOSAL:

* Introduce a bill increasing penalties for individuals, companies and directors, and create a new offence of profiting from poor animal welfare outcomes.

* Company directors face 10 years in prison or $2.1 million fine.

* Individuals face 10 years prison and $420,000 fine.

* Companies face $4.2 million fine, three times the benefit gained or 10 per cent of company's annual turnover, whichever is greater.
