What are the new rules for international students and skilled migrant workers who want to come to Australia?

On Monday (22/11) the Government announced new rules for fully vaccinated visa holders who want to come to Australia, including skilled workers and international students. The new rules will come into operation from 1 December, different rules in different Australian states and territories. How will the new rules affect Indonesians wanting to come to Australia?
